Meeting Minutes

 

Minutes of the Meeting of the

Moresby Parish Council

held on the 7th December 2020 at 7.00 pm.

Note: The meeting was held remotely on the Zoom platform.

Members of the public were advised and able to join the meeting.

 

  1. Attendance: Chairman Cllr Troughton, Cllrs Boyes, Casson, Connery, Coward, Horricks, Ogilvie, B Parke, Ward Cllr MInshaw and the Clerk.

 

2 Apologies and Announcements There were apologies from Cllrs Parke-Parr, Dixon, Lawson and County Cllr Barbour. One member of the public was present.

 

3 Minutes of the November 2020 meeting of the parish council. These were agreed subject to at 13(c)” count” and not “county” in the second sentence and in 13(f)delete Mrs Ogilvie and insert Mrs Boyes.

 

  1. Declaration of Interests

It was agreed to accept declaration of interests if and when they arose.

 

  1. Public participation A member of the public asked if enquiries be made of the planning officer about the application for dwellings on two plots on School Brow. He said the application appeared in a list of decisions in August 2020. It was agreed that the question be asked given that the parish council were not aware that the matter was before the planning committee. The resident raised the issue of the state of the pavements on Eden and Churchill Drives and on School Brow. The clerk said that priority for improvement followed a safety inspection and he would ask that one was carried out. The resident spoke about both dog waste and general littering on School Brow.

 

5b. Ward/County Councillor The clerk said that Cllr Barbour had given his apologies but he had discussed the present position on the following matters. a) the problem with surface water run off at Ulgill Cottages at Howgate. He said that the matter was on the HIMS system. b) The Rowntree path where he was in contact with officers. c) footpaths where he spoke about safety inspections d) Walkmill asset transfer which was to come before the ccc cabinet later in the month e) problems with the drainage on the new houses situated on the old bowling green at School Brow.

Ward Cllr Minshaw said that the council has submitted a proposal for local government re organisation and the council had expressed an interest in hosting a Geological Disposal Facility. He said that Copeland borough council car parks would be free until Christmas.

 

 

 

 

  1. Police The clerk said that he had circulated most recent newsletters on both criminal matters and the Covid 19 pandemic. He said he had contacted the PCSO about the problem with HGV’s who were ignoring the weight limit on Gallows Lonning.

 

7 Donations a) It was agreed that a donation of £200 be made to the Moresby C19 Christmas appeal.  it was acknowledged that the group had worked tremendously hard for residents in the parish.  

  1. b) It was agreed that a donation be made of £100.00 to the Cumbria Community Foundation winter warmth fund

 

8.Clerks Report

  1. a) Allotments The clerk said the Mr Benn’s garage had been cleared but the allotment plots and shed were still full of rubbish. It as agreed to contact the solicitor who was dealing with the estate about the cost that had fallen on the parish council and return to the problem at the January 2021 meeting.
  2. b) Play Area The clerk said he had reminded the district council officer that the replacement bin that had been ordered had not yet be sited.
  3. c) Drainage The clerk said there was a note on Facebook about the state of the footpath between Rowntree and Moresby Parks Road. He had again spoken to David Bechelli and would again contact the county council. Gillian Connery provided an update on the position behind High Moor Road. She said that The Home Group were working with residents. The beck was being checked on a regular basis and being kept clear.
  4. d) Emmaus House Path The clerk said that David Bechelli had told him that the trustees at Emmaus House were taking action about the flooding on the footpath and had discovered a broken pipe. It was noted that two residents had dug channels beside the path.
  5. e) Walkmill Asset Transfer County Cllr Barbour had advised that the cabinet at the county council were meeting on the 17th December 2020.
  6. f) Christmas Tree The chairman said that the switch on would be on Thursday 10th December 2020 but it would not be the usual event. There would be a note on Facebook inviting residents to put their own decorations on the tree.
  7. g) Website The clerk said that the website was not compliant and he would contact a computer engineer who would make the required changes

 

9 Planning Applications The clerk said that the one application for an extension at Causeway House, Howgate had been circulated. There was no objection.

15 Parish Councillors Matters

  1. a) Mrs Coward said that the street lights towards Commercial Park from the old railway Line bridge were not operating. The clerk said he would speak to the district council officer.
  2. b) Mrs Coward said that there seemed to be a gas leak close to the old railway line bridge.
  3. c) Mrs Coward said that it appeared that the pavements on High Moor road had been inspected.
  4. d) Mrs Coward said that the Mary Jackson group met last week and the payments will now be made.
  5. e) Mr Parke said that there appeared to be drug use at the Walkmill car park on Steel Brow and the car park outside the rugby clubhouse.
  6. f) Mr Parke said that the pot holes on School Brow should be reported. The chair held an on-line training course on HIMS.
  7. f) Mr Parke asked that when the next newsletter was published a thank you paragraph to the Moresby C19 group be included.
  8. g) Mr Casson referred to the notice that had been pinned to the front door of the empty house. The clerk said that the legislation would be require that notice be given before action was taken.
  9. h) Mr Troughton said a resident had complained about the pavement at the junction of School Bow and Moresby Parks Road.
